MON APR 21 2008 PHOENIX, AZ -- At approximately 8:20 PM Monday night four bright red lights hovered in the night sky. The lights created several different formations for around 7-8 minutes before disappearing -- one at-a-time.

One Phoenix resident reported seeing a neighbor launch four Helium balloons with flares attached.

Air traffic controllers in the Sky Harbor control tower saw the lights, but detected nothing on radar.
